IRAN: The Rise of a Cyber Super Power

Overview

Austerbury’s National Cyber Resilience Index attempts to show how prepared each nation is to meet the security challenges of the modern digital age. The index takes an impartial view of the world, just reporting the facts as we seem them. If you feel your county is being misrepresented please conact us.

We measure a Nation’s cyber capability ranking each one globally, with facets of the index including;

How well does a nation coordinate and implement a national cyber strategy?

What capabilities does a nation hold to launch offensive cyber strikes? Are those capabilities used for malicious purposes? spreading viruses for example.

How vulnerable is the country to cyber attack, measuring vulnerabilities across key sectors and government departments? How well does a nation defend itself?

IRAN Summary

Overall the Republic of IRAN recoes a low rating. 

National Cordination

While Iran does not score well on this front, there are emerging signs of greater national coordination. The recent meeting of the National Information Security forum discussed how Iran could follow the lead of the UK in terms of setting a strategic goal and working toward it.

A number of CERTs exist inside IRAN and are active in publishing proactive guidance on security vulnerabilities.

Iran - National Cordination


A national CERT ( CCERT) exists and is active in prodiving advice to industry and the public. CCERT have a well define set of strategic goals and are active in prodcing tooling to identify and remove amlware. Activites are hampered however with the fresh inpositon of US sanctions in 2018 whihch restrict access to software patches.

No evidence of a national cyber resilience exercise was established.

Theree are national phishing awareness campaigns with a refreshed marketing program branded Soft War is looking to furtehr raise awaremness of the danges of fake news and misinformation.

Iran has a fully deployed and operational cyber coordination infrastructure. The CCDOC is charged with determining offensive content and is staffed with members from reps from ministry of Justice, Intelligence, Education, etc. The FATA represent the Cyber Police, both of which have links to the CIC Council for Intelligence Coordination. DAFUS is responsible for the the coronation of activities across territory education establishments. These units tend to focus on internal theocratic matters such as teh the monitoring of internal citizens online activities, via Links to ISPs, both state owned and private.

Penetration of broadband is relatively low.

As a measure of exposure we examine what vulnerabilities exist within an entity, Taking readings form common infrastructure items including web sites, email servers,

The UK faced 34 significant attacks during the last quarter of 2017


A report has been published by the National Cyber Security Centre (NCSC) and the National Crime Agency (NCA), examining the incidence and type of cyber activity that has impacted UK businesses over the course of 2017,
